This paper explores the multifaceted transformation of Timișoara following its designation as the 2023 European Capital of Culture (ECoC). It investigates the city's historical evolution, cultural development, and economic impacts before, during, and after the ECoC year. Through mixed methodologies—statistical analysis, policy review, and interviews—the study assesses both the tangible and symbolic changes brought by the initiative. Key findings highlight substantial growth in tourism, GDP, employment, and civic participation, alongside challenges such as gentrification and sustainability. The research reflects on how ECoC shaped the city’s identity and offers insights into future cultural policy design. Case comparisons with cities like Sibiu and Porto are referred and reinforce the need for long-term strategic planning. The paper concludes with lessons for future ECoC cities on inclusivity, governance, and legacy building.
